U.S. extends embassy closings, lawmakers say threat serious

WASHINGTON (Reuters) - The United States extended embassy closures by a week in the Middle East and Africa as a precaution on Sunday after an al Qaeda threat that U.S. lawmakers said was the most serious in years.

The State Department said 19 U.S. embassies and consulates would be closed through Saturday "out of an abundance of caution" and that a number of them would have been closed anyway for most of the week due to the Eid celebration at the end of the Muslim holy month of Ramadan.

The United States initially closed 21 U.S. diplomatic posts for the day on Sunday. Some of those will reopen on Monday, including Kabul, Baghdad and Algiers.

Four new diplomatic posts - in Madagascar, Burundi, Rwanda and Mauritius - were added to the closure list for the week.

Last week, the State Department issued a worldwide travel alert warning Americans that al Qaeda may be planning attacks in August, particularly in the Middle East and North Africa.

"There is an awful lot of chatter out there," U.S. Senator Saxby Chambliss, the top Republican on the Senate Intelligence Committee, said on NBC's "Meet the Press."

He said the "chatter" - communications among terrorism suspects about the planning of a possible attack - was "very reminiscent of what we saw pre-9/11."

A National Security Agency surveillance program that electronically collects communications on cellphones and emails - known as intercepts - had helped gather intelligence about this threat, Chambliss said.

It was one of the NSA surveillance programs revealed by former spy agency contractor Edward Snowden to media outlets.

Those programs "allow us to have the ability to gather this chatter," Chambliss said. "If we did not have these programs then we simply wouldn't be able to listen in on the bad guys."

'SERIOUS THREAT'

"This is the most serious threat that I've seen in the last several years," Chambliss said.

U.S. military forces in the Middle East region have been on a higher state of alert for the past several days because of the threat, a U.S. official told Reuters on condition of anonymity.

The threat also has prompted some European countries to close their embassies in Yemen, home to an al Qaeda affiliate that is considered one of the most dangerous: al Qaeda in the Arabian Peninsula.

Yemeni soldiers blocked roads around the U.S. and British embassies in Sanaa, while troops with automatic rifles stood outside the French Embassy.

Interpol, the France-based international police agency, on Saturday issued a global security alert advising member states to increase vigilance against attacks after a series of prison breaks in Iraq, Libya and Pakistan.

"Al Qaeda is in many ways stronger than it was before 9/11, because it's mutated and it spread and it can come at us from different directions," U.S. Representative Peter King, a Republican, said on ABC's "This Week."

"And al Qaeda in the Arabian Peninsula is probably the most deadly of all the al Qaeda affiliates," he said.

Republicans and Democrats alike on Sunday television talk shows said the threat was serious and sought to defuse the controversy over the NSA surveillance programs, which critics say are an invasion of privacy and civil rights.

"The good news is that we picked up intelligence. And that's what we do. That's what NSA does," U.S. Representative Dutch Ruppersberger, the senior Democrat on the House Intelligence Committee, said on ABC's "This Week."

"We've received information that high-level people from al Qaeda in the Arabian Peninsula are talking about a major attack," he said.

The threat information came just before the Eid celebration at the end of the Muslim holy month of Ramadan later this week and just over a month before the anniversary of al Qaeda's September 11, 2001, attacks on the United States.

A September 11 attack last year killed the U.S. ambassador to Libya and three other Americans in Benghazi.

Republican Senator Lindsey Graham said on CNN's "State of the Union" that the actions taken to close the embassies and issue the global travel alert showed the Obama administration had learned lessons from Benghazi.

"Benghazi was a complete failure. The threats were real there. The reporting was real. And we basically dropped the ball. We've learned from Benghazi, thank God, and the administration is doing this right," he said.

Twitter hands down new rules to beat abusive talk

LONDON (AP) ? Twitter is handing down new rules to control abusive language, the company said Saturday, a move which follows a barrage of nasty, harassing, and threatening messages directed at high-profile female users of the microblogging site.

In a message posted to its website, Twitter says it is introducing a one-click button to report abuse and updating its rules to clarify that it will not tolerate abusive behavior.

The one-click button means that users will not have to navigate to Twitter's help center in order to fill out an abuse form ? a process some said was too cumbersome to deal with a mass of angry messages ? while the new rules includes a stricture against "targeted abuse," something which could include slamming a single user with messages from multiple accounts, creating an account purely to harass someone, or making threats.

The company also promised to devote more staff to weed out offending messages.

In a series of statements posted to Twitter, General Manager Tony Wang issued his own apology "to the women who have experienced abuse on Twitter and for what they have gone through."

"The abuse they've received is simply not acceptable," he said. "It's not acceptable in the real world, and it's not acceptable on Twitter. There is more we can and will be doing to protect our users against abuse. That is our commitment."

The relative anonymity of the Internet means it has long been hard to police abusive or threatening speech, but the issue recently received attention in Britain after several women went public about the sexually explicit and often luridly violent abuse they receive from online bullies, often called trolls.

Many argue that trolls are an annoyance which should just be ignored, but the catalogue of graphic threats made public by the women involved have ignited a national debate over the impunity of those spewing the hatred online.

Wang said in a tweet that the new anti-abuse policy will apply worldwide.

Woman due in court on charge of defacing U.S. National Cathedral

(Reuters) - A woman accused of dumping green paint on parts of the National Cathedral was scheduled to appear in a Washington court on Friday for a preliminary hearing on charges of destroying property.

Jia M. Tian, 58, is accused of splashing green paint on a pipe organ and on woodwork in two chapels at the cathedral. She is charged with destruction of property and faces up to 10 years in prison if convicted.

Police were still investigating whether she was involved in similar acts of vandalism at Washington monuments last week. Green paint was also splashed onto the Lincoln Memorial and used to paint symbols onto a statue outside the Smithsonian Institution.

Tian, who carried a Chinese passport and was traveling on an expired visa, has been jailed since her arrest on Monday. She is scheduled to appear in D.C. Superior Court before Judge Fredrick Sullivan at 12:30 p.m. EDT.

Duke Energy seeks increase to monthly bills to cover fuel costs

Duke Energy Carolinas residential customers in this state could see an average 7.9 percent increase on their monthly bills to help cover the utility's fuel and energy efficiency costs.

In filings this week with the Public Service Commission of South Carolina, Duke asked for increases to pay for fuels used to generate electricity and monthly charges used to pay for expanded energy efficiency programs.

If approved by the commission, the utility's commercial customers would see their bills increase by 6.1 percent, industrial customers by 8.9 percent and lighting by 1.7 percent.

Duke said the net effect of the two filings on a residential customer using 1,000 kilowatt-hours per month is a $7.62 increase. That means a customer whose current bill is $100.45 per month could see it go to $108.07.

By law, the company doesn't earn a profit from the fuel component of its rates. The rate is based, in part, on the projected cost of fuel used to provide electric service to customers. The company said fuel consumption and costs are subject to a variety of factors, including weather, customer demand and commodity prices.

?Duke Energy Carolinas works to actively manage its fuel contracts and leverage the benefits of the recent merger between Duke Energy and Progress Energy to keep fuel costs as low as possible for customers,? the utility said in a statement.

The commission is expected to review the filing later this month. The new fuel rates would go into effect on Oct. 1, if approved.

Last week, the utility saw its request for an increase in its base rates slashed under a settlement agreement filed with the Public Service Commission.

Duke had asked to increase its revenues by $220 million, which would have resulted in a 17.75 percent increase or $17.83 more for an average monthly residential electric bill. The settlement agreement allows Duke Energy to raise rates, but reduces the hike by 46 percent.

The company would be allowed to increase revenues by $118,622,000, which would mean the average monthly residential bill would increase by 10.26 percent or $10.31. The increase would be implemented over a two-year period so customers would realize a $7.52 monthly increase in the first year and $2.70 monthly increase the second year.

Duke Energy has about 500,000 customers in South Carolina and said the rate hikes were needed to recoup more than $1.1 billion the company has spent on older, less efficient facilities and building new power plants.

The settlement is subject to approval by the S.C. Public Service Commission.

If approved the rate hike would be the third by the utility since 2009, when a 1.7 percent increase was implemented. The second increase occurred in 2012, when the Public Service Commission agreed on a 5.8 percent increase.

A fingerprint scanner - a biometric way to verify your identity - is one of the strongest, most likely rumors making the rounds about the upcoming iPhone 5S, widely expected to be announced by Apple this fall. Whether it's ultimately announced or not, and whether it's built into the Home button or not, the idea has been picking up speed since Apple bought biometric specialist AuthenTec last year, and will likely continue to do so up until the iPhone 5S is announced on stage.

There's a strong argument to made for a fingerprint - or more specifically, a thumbprint - scanner in the next iPhone, and even the next iPods and iPads. Entering passwords on mobile sucks. Keyboards on mobile aren't as fast as desktop keyboards, nor is the software as forgiving. That tends to make people use shorter, simpler passwords, or no passwords at all.

At the same time, mobile devices hold as much if not more personal information about us than anything that's ever come before. They're becoming our virtual identity. They need to be secure.

Questions remain about how it could be implemented, however. If in the Home button, than how will it work? If not in the Home button, than where? Would a thumb scan be enough or would/should a Passcode still be required as well. How would sharing a device, like an iPad, work for multiple family members or co-workers? How would lending a device to a friend work? Will third party apps be able to use it for authentication as well?

The most important question, though, is would you use it? What would Apple have to do - how much automagic-ness will they have to employ, to make biometric authentication as mainstream as they have smartphones, tablets, and natural language?

Victim of Sarasota Military Academy accident identified

SARASOTA - The painter who was killed Wednesday at the Sarasota Military Academy was pinned between the building he was painting and a hydraulic lift.

According to reports, Mitch Phelps, 55, of Sarasota, was working alone, approximately 20-30 feet off the ground.

Two coworkers found Phelps, an employee of Service Painting of Florida, shortly before 10 a.m.

According to reports, he was ?pinned? against the building and appeared ?trapped.?

They were able to lower the machine?s bucket, damaging a temporary chain-link fence, and call 911, according to the Sarasota Police Department.

Police spokeswomen Genevieve Judge said she was not sure if Phelps had been crushed between the lift and the structure.

?That will have to come from the medical examiner,? Judge said.

Phelps was unconscious when taken by ambulance to Sarasota Memorial Hospital. He was pronounced dead at the hospital, Judge said.

An investigation continues to determine if it was a work-related accident or medical issue.

Representatives of the Occupational Safety and Health Administration are looking into the incident.

Daniel Kennedy, headmaster of Sarasota Military Academy, called it ?a very sad situation,? but would not speak about the details of the case.

Police crime scene investigators processed the scene and interviewed witnesses.

Construction will continue as planned.

Early adopters of Google's new Nexus 7 are being greeted with software updates right out of the box. The first update will automatically begin as soon as the tablet connects to WiFi for the first time, usually during the initial setup process. The tablet will shut down, boot into recovery, apply an update to bring the build number up to JWR66N, and bring the user back to the setup screen to continuing signing into a Google account.

The second update comes in a more traditional fashion: it is downloaded in the background, and then triggers a system update notification in the notification tray. Once the user accepts the update and it is applied, the build number becomes JSS15J. Both seem to be minor updates, most likely containing some system fine-tuning and bug fixes.

Now if Google would just post the factory images for this model.

Knocking out a single gene can switch on a worm's ability to regenerate parts of its body, even enabling it to grow a new head. The fact that such a simple manipulation can restore healing abilities provides new insight into how the stem cells involved in this process are marshaled in animals.

Some animals, such as salamanders and newts, can regenerate entire body parts, and mice can regrow toes if left with enough nail (see 'How nails regenerate lost fingertips'). Yet other species, including humans, merely produce scar tissue after an amputation. A trio of studies published on Nature?s website today offers new clues as to what is behind these differences.

All three studies looked at Wnt genes, which code for a series of enzymes that relay information from outside the cell to the nucleus, eventually producing proteins called ?-catenins, which regulate gene expression. Wnt genes occur in all animals, but the studies looked at their roles in planarian flatworms. Some planarians can completely regenerate from small body parts such as their tails, whereas other flatworm species have more limited regenerative abilities.

Flatworm, heal thyself
Scientists already knew that the Wnt genes are expressed in a gradient along the worms' bodies?from high at the tail to low at the head?and suspected that the genes were involved in directing stem cells during healing. In the latest studies, researchers wanted to find out if a lack of Wnt gene expression was responsible for the poorer regenerative abilities in particular worm species.

When these species are sliced apart at a point more than halfway to their tail ends, they can regenerate a tail from the head piece, but the tail section is unable to form a new head. However, if the wound is closer to the head?not more than about one-third of the way from it?then both parts will fully regenerate.

To explain the disparity, Jochen Rink, a molecular biologist at the Max Planck Institute of Molecular Cell Biology and Genetics in Dresden, Germany, sliced a worm called Dendrocoelum lacteum at different positions along its body. He and his team then sequenced RNA from the various wounds. The researchers found that, in wounds that did regrow heads, genes coding for a series of enzymes involved in the Wnt pathway had their expression turned up. But in the pieces that couldn?t regrow, the Wnt genes ?didn?t even twitch?, Rink says.

In the second study, developmental biologists Phillip Newmark of the University of Illinois at Urbana-Champaign and James Sikes (now at the University of San Francisco in California) found similar roles for Wnt genes in a different species of worm, called Procotyla fluviatilis.?

But perhaps most surprisingly, both teams found that by suppressing a gene that regulated Wnt function in their flatworms, they could get chunks of the normally non-regenerative tissue to grow fully functional heads.

?This is a fantastic advert for our field,? says Aziz Aboobaker, a biologist who studies planarian worms at the University of Oxford, UK, but was not involved in any of the studies. ?Here?s a scenario where these animals don?t regenerate a brain, and then by knocking out just one gene, it?s possible to rescue that.?

Heady stuff
In the third study Yoshihiko Umesono, now at the University of Tokushima in Japan, and colleagues found that in the flatworm Phagocata kawakatsui, another signaling cascade?the extracellular signal-related kinase (ERK) pathway?had a previously unsuspected role in regeneration.

NFL News: Josh Gordon apologetic; ready to move on

Cleveland Browns receiver Josh Gordon met with the media Monday for the first time to address his two game suspension and also took questions about his twitter fiasco with Cleveland fans after the Miami Heat won the NBA Championship.

Gordon said that he understands there are consequences to his mistake, and that there is a trust that he has to regain. Josh has apologized to the team and apologized again to the fans, his family and friends and to the organization. He stated he is ready to move on and get back to playing football.

When it comes to putting the issue behind him, Gordon realized that the best thing he can do is keep his nose clean and perform when he gets the opportunity in week three, ?My actions will speak on the field.?

Gordon was asked if he felt he was ready to be a number one receiver in the NFL, and for the Browns.

?I feel as though I am,?said Gordon. ?I didn?t come here to be anything less than that. I don?t think anybody strives to be a number two or three receiver.?

He is attempting to become that number one receiver with a new coaching staff and front office that didn?t draft him. Gordon came into the league via the supplemental draft last summer because of off the field issues including some recreational substance use. Gordon reiterated that this was not a recreational drug that he tested positive for, but codeine in a cold medicine. Either way, it seems that the young receiver is still working to prove that the Browns made the right decision when they used a second round pick to take him.

?I?m still working towards it,? he said. ?I still have a long way to go. A lot to prove. This is just another obstacle in the way.?

In regards to his Twitter statements following the Heat championship, he said he had ?a blank mind moment.? Gordon said that he should have been more aware of how passionate the city and Cleveland sports fans would be regarding LeBron James?and the Miami Heat.

Sonos can now stream music stored on Android phones, tablets

Sonos speakers now play much nicer with Android. On Tuesday, Sonos updated its Android Controller app to give users the ability to play music stored on phones and tablets running Google's operating system. Previously, the Android Controller app could only be used to play music stored on a PC or media server connected to the same Wi-Fi network as an Android device. The update, Sonos said, will allow users to play music, podcasts, and any other audio files stored on as many Android devices as they'd like.

Unfortunately, the app still can't access music purchased through Google Play, but users can get around this problem by downloading their songs to a PC and then transferring them back to their Android device.

In Washington's glare, Wall St commodity trade falls under a shadow

WASHINGTON/NEW YORK (Reuters) - Wall Street's multibillion-dollar commodity trading operations will be put under the political spotlight on Tuesday as a powerful U.S. Senate committee questions whether commercial banks should control oil pipelines, power plants and metals warehouses.

The Senate Banking Committee hearing comes as Goldman Sachs , Morgan Stanley and JPMorgan Chase - which generated an estimated $4 billion (2.6 billion pounds) in commodity revenues last year - face growing pressure from a number of investigations into their operations, and as the Federal Reserve reviews Wall Street's right to operate in raw material markets.

Big aluminium consumers like MillerCoors are set to tell the committee that the banks' control of metal warehousing firms has driven up industry costs by as much as $3 billion. The banks will not speak at the hearing, with their views represented by a lawyer who often works with Wall Street.

The threat to Wall Street's physical commodity trading divisions has escalated abruptly across multiple fronts, putting an uncomfortable spotlight on a lucrative side of their business that has thus far fallen largely outside of regulators' sights.

Last Friday, the Fed raised the stakes dramatically, issuing a surprise statement to say it was reviewing a landmark 2003 ruling that first allowed commercial banks to trade physical commodities such as gasoline barges and coffee beans. Until now the Fed had been thought only to be debating whether or not certain banks could own assets, not trade the raw materials.

"Since 2003, our government and central bank have allowed an unprecedented mixing of banking and commerce," Joshua Rosner, managing director of independent research firm Graham Fisher & Co, said in prepared remarks.

"So far, that grand experiment has gone better for the banks than it has for consumers."

At issue is not whether banks should be allowed to trade derivatives like corn futures or oil options, but whether they should be allowed to invest in infrastructure such as tankers and warehouses that can be integrated with their trading operations - and more broadly whether they should be allowed to continue holding title to the underlying physical commodities.

Goldman, Morgan Stanley and JP Morgan declined to comment in detail on their physical commodity trading.

WALL ST FRUSTRATIONS

The Fed statement was the latest in a series of setbacks for banks at a time of growing frustration in Washington over the failure to complete reforms meant to prevent "Too Big to Fail" banks from endangering the wider economy.

Last week the Commodity Futures Trading Commission (CFTC) also launched the opening salvo of a possible enquiry into the lucrative but controversial business of metals warehousing, which has become a potent political lightning rod.

"Large investment banks should not be allowed to warehouse physical commodities like fuel or building materials, inflating prices for consumers and small businesses and profits for Wall Street," Senator Ed Markey of Massachusetts said on Monday.

JP Morgan and Goldman both purchased major London Metals Exchange (LME) warehouse operators in 2010.

Over the following years, a glut of aluminium and other metals piled up in these storage sheds, forcing companies to wait as long as 18 months to take delivery of physical supplies, Tim Weiner, Global Risk Manager of commodities and metals at MillerCoors LLC, is set to tell the committee.

"What's happening is that the aluminium we are purchasing is being held up in warehouses controlled and owned by U.S. bank holding companies," he will say, according to advance testimony. He says the rules that have caused the queues and inflated premiums cost companies $3 billion last year.

TRADING WOES

JP Morgan is also reportedly close to a more than $400 million settlement with the Federal Energy Regulatory Commission (FERC), as the bank tries to put to rest allegations that its traders manipulated power markets in the Midwest and California.

The bank's alleged activity in those markets was linked to its control over real power plants and energy supplies, a fact likely to sharpen questions over the rules for ownership.

The hearing is the first to address the oversight of banks in physical commodity markets since a Reuters report last year revealed that Goldman and Morgan Stanley were still awaiting a Federal Reserve decision on whether they can still own physical assets after becoming bank holding companies in 2008.

Commercial banks are prohibited from owning trading assets, but the two former investment banks argued that their commodity activities are permitted under a "grandfathering" clause in a 1997 law that effectively scrapped much of the Glass-Steagel act separating the commercial and investment banks.

The Fed has until mid-September deadline to make that decision, and has never commented on the issue. The central bank's reluctance to address the issue publicly may also come under scrutiny at the hearing.

Separately, JP Morgan - which as a commercial bank has never been allowed to own assets - is believed to have reconfigured its Liverpool, UK-based Henry Bath metal warehousing business in order to qualify it as a "merchant banking" investment with the Fed, sources have said.

It is unclear whether that effort, which would require the warehouses to be managed at arm's length from the bank and divested within 10 years, was successful. JP Morgan has also floated a possible sale of Henry Bath, sources have said. The bank has declined to comment on the status of the unit.

Randall D. Guynn, a partner and head of the Financial Institutions Group at law firm Davis Polk & Wardwell, says the Federal Reserve's original 2003 decision to allow Citigroup to trade physical commodities should not be lightly dismissed.

"Both Congress and the Federal Reserve have previously found that the public benefits of these activities outweigh their potential adverse effects," he will say, according to testimony.

The Day I Wore a Kilt to Work

I wore a skirt to work on Friday, okay? Laugh all you want. It was a kilt, to be precise, but I know that many of my fellow New Yorkers won?t bother with the distinction. Whatever. The kilt was breezy, even in the stale July heat. It was better than shorts. Way better than pants. So, as I said, mock me with abandon, but know that it won?t make a difference. Because I was the one who benefited from excellent air circulation, not to mention a stylish tartan.

The kilt-wearing experiment was my own quite public response to the anxiety about men wearing shorts in the workplace, which flares up in direct proportion to Manhattan temperatures. The Awl editor Choire Sicha, who had previously lectured that ?Tom Ford says [shorts] are only for the beach or the tennis court,? admitted to wearing a pair last Monday, before the temperatures reached the upper bounds of the 90s.

Hamilton Nolan of Gawker took a more emphatic tone, urging, ?Wear shorts all you want. Especially when it is hot.? The Atlantic Wire?s own Rebecca Greenfield, meanwhile, went for a sensible middle-of-the road approach:??The next few days will be so hot that you should really get over the whole too-cool for shorts thing and embrace bare calves over suffocating in full length pants.?

As a matter of fact, I do want my calves exposed. Ankles, too. Knees, even. But, being a rather inveterate snob, I can?t help but think of shorts as juvenile beachwear, the very name connoting a neutered garment ? trousers circumcised, if you will.?That?s why I chose the kilt, which was first worn in the Scottish Highlands in 16th century. While shorts are ahistorical and acultural, the kilt signifies an appreciation of the past. The dark blue and green pattern of the kilt I purchased belonged to the Black Watch, an elite Scottish regiment (which was the subject of an acclaimed 2006 play about British soldiers in Iraq by Gregory Burke). So, from a cultural perspective, a kilt was far easier to justify than, say, a pair of Abercrombie & Fitch cargo shorts, even if the former might look, upon first glance, like a women?s garment.

Which brings me to an important point: people will look. Some might outright stare. Snicker, comment, mock. But these are the wages of keeping cool. Besides, as I discovered on my day of the kilt, most New Yorkers have encountered enough varieties of strangeness to not pay too much mind to a man wearing what may or may not be a skirt. Once, on the corner of Spring and Lafayette, right outside The Wire?s offices, a gentleman asked me if I was Irish. I did not bother to correct his cultural misplacement. A little later that same day, two Midwestern-seeming youths said loudly, as I passed, that the people-watching in New York was ?awesome.? If they were talking about me, then I was happy to oblige. But this was SoHo, where there were far more interesting characters than a guy in a black t-shirt tucked into a kilt, and I don?t want to be so vain as to presume I was the sole subject of their curiosity.

A skirt, in the end, is just a skirt. Besides, as far as kilts go, my own traditional Scottish number was far less controversial than Kanye West?s leather one. Nor am I the very first person to wear a loose-hanging conical garment around his waist in New York.

The literary man-about-town Jon-Jon Goulian chronicled his childhood and emergence on New York's cultural scene in 2011's The?Man in the Grey Flannel Skirt.?He did not, however, want to discuss kilts, telling me last week, "there's only so much brain space I can spare for any one thing in my life, and dudes in skirts has taken up far more than its share." To which I say, fair enough. The man has paid his dues.

As far as my office mates ? who did not know I would be arriving in a kilt ? most of them did not care beyond expressing some mild curiosity.

?Did people say stuff on the subway to you??

They did not. It was hot and early. Nobody cared.

?Does it have pockets??

An internal pouch in the front, which was not all that useful, though it could fit both my wallet and iPhone. It is possible, however, to outfit your kilt with additional pockets.

?Aren?t you supposed to wear one of those fur bags??

No. (And the bag is called a sporran, for what it's worth.) I was not playing dress-up-as-a-Highlander. Instead, I wanted to be comfortable at work without succumbing to the lowbrow short. Moreover, I had read that kilts are beneficial to men?s health, though the full benefits of kilts can only be obtained by not wearing underwear, which practice I abstained from for reasons of good taste.

I should caution, however, that before donning a kilt to work, men should check with their workplace about general sartorial guideline. I, for one, first confirmed that Atlantic Media ? The Wire's parent group ? had no injunction against men wearing shorts or killed.?Some workplaces, however, could be more conservative in their dress codes. Yet, as Jonathan M. Fox, an old friend who used to work at the New York City Commission on Human Rights, told me, a man who was subject to disciplinary measures for wearing a kilt could potentially have grounds to file a complaint if he were ?a person of Scottish descent and [he] routinely wore kilts as an expression of [his] Scottish heritage.? In addition, he suggested that any workplace that allowed women to wear skirts would have to allow men to wear kilts or potentially face a sex discrimination suit.

I am happy to report that I encountered no discrimination whatsoever on my day of wearing a kilt at The Wire's offices. Made by the Southern California company Sport Kilt, the kilt is woven from poly-acrylic fiber that feels like wool, but is much lighter. I certainly did not get hot walking around in viscous heat that approached triple digits; if anything, the office?s air conditioning actually chilled my legs ? a strange sensation for your average trouser-wearing male.

Nevertheless, I encountered some resistance from my male colleagues to the kilt. While they were perfectly fine with my having donned one, they did not appear ready to follow my lead.

The political reporter Philip Bump was curious but ultimately unconvinced: ??I guess the only situation that might goad me into wearing a?kilt?is if it were very hot outside,? he told me. ?But, aren't they made of wool? Isn't that warm? Yeah, no thanks.??Others expressed similar reservations ? though nothing more serious than that.

Nolan, the Gawker writer who urged people to swear shorts, also proved to be a skeptic when it came to kilts, telling me in an email, "I would say I am opposed unless the man is physically located in Scotland." That would, on the face of it, rule out both Manhattan and my beloved Brooklyn.

But others are starting to see the kilt as a potential summer option:

I realize that my kilt experiment won?t solve the shorts debate, which moved from the office cubicle to the church pew over the weekend. The kilt, rather, is a way to avoid that debate entirely ? all while keeping cool and comfortable.

New Nexus 7 press shots leaked

The new Nexus 7's official unveiling might still be a few days away, but impatient tablet fans can get a peek right now: @evleaks seems to have come across the alleged device's official press render. The image doesn't do much to confirm the 7-inch tablet's internal specifications, but what we can see matches previous leaks, giving us a clearer view of the device's rumored 5MP rear-facing camera and and a branded backside -- now lacking the dimples of the original. A pair of speakers can be seen on the rear's north and south ends and volume, power and a microphone input line the tablet's right edge.

On the front we can see an offset front-facing shooter, an underlining notification LED and what is most likely Android 4.3. Although the press shot doesn't reveal anything about the device's screen, a Best Buy ad featuring it pegs it as a 1,920 x 1,200 display, pricing the 16GB variant of the upcoming tablet at $229 --$40 less than the reported price of the slate's 32GB model. Phone Arena says the leaked ad is scheduled to run next week, placing the circular's promised Tuesday availability for the Nexus 7 on July 30th. We'll wait for Google to give us the full story on the 24th before jumping the gun, but if you just can't wait, feel free to ogle Best Buy's unreleased insert after the break.
