Capital Region Scene: New Saratoga County GOP leader
Saratoga County Republican Committee Vice Chairman John Herrick got a promotion this morning.
Herrick, the former chairman of the Saratoga Springs Republican Committee, was elevated to chairman of the county committee, after Saratoga County Republican Committee Treasurer Chris Callaghan dropped his bid for the top spot, according to outgoing Chairman Jasper Nolan.
The election of Herrick was not a surprise based on committee votes heading into this morning's county election. Even Callaghan had conceded defeat a few days earlier in the week.
Assemblyman James Tedisco, R-Glenville, who represents about half of the county's geography, said that Herrick was a good choice. He highlighted Herrick's work with the Saratoga Springs committee.
"It will be tough to fill Jasper's shoes," Tedisco added, referring to outgoing chairman Nolan, whose 27-year run ended today.
Additionally, Wilton Republican Committee Chairman Scott Kingsley was elected vice chair for the county committee. Linda McNab, the county's current secretary, will serve enough term in that position and Stacy Clifford will serve as committee treasurer. Both women also fill those functions for the Clifton Park Republican Committee.
Terms on the county committee are two years long.

Retirement Savings for Stay-at-Home Parents | SmartAsset Blog
Many families choose to have one spouse stay at home to take care of their children or aging parents. Dropping out of the workforce may remove?the option of contributing to?a company-sponsored 401(k)???but stay-at-home parents can?still? continue saving?money?for retirement and?their family?s?future.
Determine How Much You Can Contribute
With?Traditional and Roth IRAs, the IRS has a limit on the amount a nonworking spouse can contribute. For the 2012 tax year, a nonworking spouse can contribute $5,000 or $6,000 if they are 50 years of age or older. In order to qualify for a?Spousal IRA, the couple must also file a joint tax return, and the working spouse?s income must be greater than the contribution to the IRA.
Once you know the maximum amount you can contribute, determine how much you can currently afford to save. Monique Harps, with?Harps Financial Coaching, recommends that couples contribute a combined 12?15% of the working spouse?s income.
As an example, she points out that if the working spouse is paid $1,923.07 every two weeks ($50,000 per year), then the?couple?will have, jointly,?at least?$230.77 per payday to invest in retirement. The stay-at-home spouse?might then?invest $115.39 ? half that amount ??each payday for 21 years with an 8% return, yielding a savings of over $150,000?(including compounding interest).
Open a Spousal IRA
To open the account, consult a financial adviser or your local bank or credit union. Since there are tax implications for the type of IRA you open, work with a financial or tax professional to determine whether you should invest in a?Roth?IRA?or Traditional IRA.
When you?re employed, one of the easiest parts of contributing to your? company-sponsored retirement plan is that the money is taken directly out of your paycheck. This ensures that you save each month???it?s harder to miss money that you never see. To mirror?that discipline,?Harps recommends that stay-at-home parents set up recurring contributions using their online banking service.
Increase Contributions When Possible
If you are not making the maximum contribution through automatic payments, use any extra money that comes your way during the year to increase your retirement savings. Should your spouse receive a bonus or?you receive an inheritance, you can deposit the amount into your IRA as a one-time contribution. Consider also depositing any money that you earn through a part-time or seasonal job to the account. Each time your spouse gets a raise, be sure to increase the monthly contribution amounts. Your goal should be to work up to the maximum contribution amount.

Proposal to remove China's Bo from legislature
BEIJING (AP) ? Chinese state media say a local legislative committee has stripped disgraced politician Bo Xilai of his qualifications to serve on the national legislature.
The expulsion, once confirmed by the national body, will clear the way for Bo to be prosecuted on charges ranging from corruption to sexual affairs to abetting the cover-up of a murder by his wife.
Delegates to the national legislature have immunity from arrest and prosecution unless there is special approval.
The official Xinhua News Agency said Saturday that the standing committee of Chongqing People's Congress removed Bo ? who last served as the city's party chief ? as a national delegate. Xinhua said the standing committee of the National People's Congress would review the decision.
Bo has already been expelled from the Communist Party.

Orange honey madeleines
Transport yourself to the French countryside with these simple and delicate little cakes.
By Megan Fizell,?Feasting on Art / September 27, 2012
Madeleines, which originated in France, are small sponge cakes. They are made in the shape of a shell by using a special pan.
Feasting on Art
EnlargeThis post has been a long time coming. Between a few freelance writing projects and my?curatorial debut, I have had very little free time left to finish this post. Plus I have managed to forget butter the last three times I went grocery shopping. Without it, these pretty madeleines would have been very sad tasting. A madeleine is a small sponge cake that hails from the northeast of France ? the Lorraine region to be exact. The cakes are distinctive for their shell-like appearance and are made with a dedicated pan especially for madeleines, available at most home-ware shops.

Vincent van Gogh?composed "Still Life with Basket and Six Oranges"?in 1888 while he was in Arles-sur-tech, France. At this time he adopted a brighter palette and his paintings were saturated with yellow, ultramarine and mauve. The still life above epitomizes the natural vibrant light of the landscapes in the region. The sun-drenched fields and azure water of the Mediterranean are echoed in the background of the painting.
Adapted from?Bon App?tit
Yield: 16 madeleines
3/4 cup flour
1/2 teaspoon baking powder
1/3 teaspoon salt
2 eggs
1/3 cup sugar
2 tablespoons honey
2 teaspoons vanilla extract
1/2 teaspoon orange zest
5 tablespoons butter, melted
In?a bowl, add the flour, baking powder and salt ? mix well. In another bowl, beat the eggs and sugar together for around 4 minutes. Add the honey, vanilla and orange zest to the egg mixture and mix well. Slowly fold in the flour mixture and once incorporated, add the melted butter and gently mix.
Preheat?the oven to 400 degrees?F.,?and position a rack in the center. Prepare the madeleine molds by rubbing a bit of butter in each one. Drop around 1 tablespoon of batter in each mold and slide into the oven for around 7-10 minutes. Once they appear golden, test to see if they are done by poking a toothpick in the centre of the madeleines, when it comes out clean they are done.
When?removing the madeleines from the oven, quickly remove them from the pan, do not let them sit and continue to cook. Serve either warm or at room-temperature.

Creating a Specific Source Usage Report in Legacy Family Tree 7.5
* ?Creating a Specific Source List Report in RootsMagic 5
* ?UPDATED AGAIN: Creating a Specific Source Usage Report in Family Tree Maker 2012?(this took three tries!)
The third genealogy management program that I use on a regular basis is Legacy Family Tree 7.5. ?When I wrote the RootsMagic post, reader Connie Sheets commented with the process to do this task in Legacy Family Tree 7.5 saying:
*Open the Master Source List and tag the source (or sources) you want.
*Open the Reports menu, and choose Source Citations (under the Books/Other tab).
*Under the Include tab, check Only Tagged Sources, Master Sources and All Citations to Each One, Include specific events, and include Citation Detail.
*Under the Options tab, select whatever style you want; you probably want the Printed Style format rather than List Style format.
*Preview or print.
Thank you, Connie! ?A user could search for the process in the Help screen also, by using the Sources, Citation Report in the index or searching for "Source Citation Report."
Here is the process I used (helped by Connie's nice list!):
1) ?In Legacy Family Tree 7.5, click on the "View" menu item and select "Master lists" and then "Source..." as shown below:
2) ?That opens the "Master Source List" window, and to Tag one specific source, scroll down the list until you find the specific source (in my case, the Vital Records of Westminster, Mass. book) and click the box in the "Tag" column:
Close the screen above - the specific source I want is now Tagged.
3) ?Click on the "Reports" menu item, and select the "Books and Other" tab (shown below) and then the "Source Citation Report" button (shown below):
In the screen above, in the "Include: tab, I checked the "Only tagged sources" radio button and the "Master Sources and All citations to Each One" radio button, the "Include specific events," "Include citation detail," "Include citation text," and "Include citation comments" check boxes. ?I left the "Include surety level of citations unchecked.
4) ?I clicked the "Preview" button on the "Source Citation Report" window and saw:
The resulting report was had 6 pages, with the master Source information at the top of the report. ?For each person, the person's name in surname alphabetical order (first name first, with person ID number), the Fact(s) (e.g., Birth, Death, etc.), and then the citation detail (if present) is listed. ?Note that it provides citation details when provided, but includes those that don't have source citation details.
This report created by Legacy Family Tree is much more compact than those created by RootsMagic 5 or Family Tree Maker 2012, and provides exactly the information that I wanted to create. ?The process is very simple once you figure out that you have to Tag the specific source.
5) ?There is another interesting report here in Legacy Family Tree 7.5. ?If I selected the radio buttons for "all sources" and for "Master Sources and Citation Summary Charts" in the "source citation Report" window, I can obtain a nice list of ?all of my Master Sources and how many citations I have in my database:
This report is 64 pages, and lists all 793 of my Master Sources and how many citations are included. ?The most was for Find-A-Grave (1420 citations).
6) ?I wanted to see how big the report would be for my (approximately) 30,600 source citations in all of the Master Sources, and Legacy created it after about one minute. ?Here is the first page:
1,138 pages! ?That is a great report! ?I'm not going to Print it...but I did save it (only 1,7 megabytes). ?Note that RootsMagic 5 and Family Tree Maker 2012 can create a similar report, but I like the format of this report best.
I could save as a PDF file, or print, any of these Source Citation Reports. ?

US stocks down on Europe unrest, weaker home sales
A mixed report on the U.S. housing market conspired with unrest in Europe to pull U.S. stocks lower Wednesday. Other risky assets, like European stocks and oil, fell more sharply.
The median price of new homes sold in August rose by a record amount, while sales of new homes dipped slightly. Sales in August were up 27.7 percent from a year earlier, but remain at about half of the pace that economists consider healthy.
Stronger data on the U.S. housing market have helped insulate stocks in recent weeks from fears about the global economy. Stocks' other main source of support, the Federal Reserve's program to boost the economy by pumping money in, lost some luster Tuesday after a key Fed official expressed skepticism about the plan.
"There was some optimism coming into the market, and that's usually when you're most vulnerable to sell-offs when there are negative headlines" like the Fed official's comments, unrest in Europe and weaker data about the U.S. economy, said Todd Salamone, director of research at Schaeffer's Investment Research.
Indexes had risen to levels they hadn't beat for months or years, Salamone said, creating "an almost perfect storm in terms of the vulnerability to short-term impacts.'
The dip in home sales hurt homebuilder stocks. PulteGroup Inc. fell 5.5 percent, KB Home 5.4 percent and Beazer Homes USA Inc. 4.7 percent.
European stocks were having their worst day in months as unrest threatened to boil over in Greece, where deep budget cuts have eroded people's living standards, and Spain, where citizens are resisting a likely bailout from international lenders. Earlier, Asian stocks closed lower.
The euro fell sharply against the dollar, and the price of oil dropped below $90 per barrel for the first time since early August.
Rising demand for lower-risk investments fed strong bids for U.S. Treasury debt. The yield on the 10-year Treasury note fell to 1.63 percent from 1.67 percent late Tuesday. A bond's yield falls as its price increases.
The Dow Jones industrial average fell 27 points to 13,430. The Standard & Poor's 500 index fell seven to 1,434. Its only rising categories were telecommunications, utilities and consumer staples ? safer stocks that tend to hold their value when the economy is weak.
If the S&P 500 closes lower, it will be the index's first five-day losing streak since early July.
The Nasdaq composite average fell 29 points to 3,088.
The moves come a day after the worst sell-off for the S&P 500 in three months. Charles Plosser, president of the Fed's Philadelphia branch, told an audience Tuesday that the Fed's effort to support the economy would likely fall short of its goals.
Stocks had rallied this summer before and after the Fed announced the plan to buy $40 billion in mortgage bonds each month until the economy strengthens. As doubts about it sink in, stocks are falling back to where they were when the deal was announced.
In Europe, tens of thousands of protesters took to the streets in Athens and Madrid, where they clashed with riot police ahead of new rounds of spending cuts and tax hikes. The Bank of Spain warned that the country is in a deep recession, a day after protests in Madrid led to at dozens of arrests and injuries.
Spain's IBEX index fell the most, trading 4 percent lower. Germany's DAX was down 2 percent, while the CAC-40 in France fell 2.5 percent.
The developments in Europe blunted any optimism about the U.S. housing market. Wednesday's report, while mixed, appeared to confirm that the market has hit bottom. Other recent data showed that sales of previously occupied homes jumped in August to the highest level since May 2010. Builder confidence is at a six-year high, and construction of single-family homes rose last month to the fastest annual rate in more than two years.
The fear is that a broader recession in Europe could stall in whatever economic recovery is occurring in the U.S., where the housing market has been a major drag for five years.
In corporate news, American Greetings Corp. shares jumped 17 percent after the greeting card company said that a group led by its CEO and chief operating officer wants to take it private in a deal that values it at about $581 million.
Automobile auctioneer Copart hit an all-time high and was up 2.9 percent after a strong fourth quarter that topped Wall Street expectations.

HUNTSVILLE, Ala. (AP) ? A former college professor who killed three people and wounded three others during a faculty meeting wanted to go to death row and had to be convinced by her parents to accept a plea deal that spared her life, her lawyer said Tuesday.
Amy Bishop, 47, didn't want to live among other inmates because she was terrified of being sexually abused in Alabama's lone women's prison, defense attorney Roy Miller told The Associated Press.
"She wanted to die," he said. Bishop also didn't want to "live in a chicken coop the rest of her life," he said.
A judge sentenced Bishop, a Harvard-educated biologist, to life without parole Monday after jurors convicted her during an abbreviated trial. She pleaded guilty earlier this month, but state law required a trial because she admitted to a capital murder charge.
Authorities have said Bishop opened fire during a University of Alabama biology department meeting in Huntsville on Feb. 12, 2010, because she had been denied tenure.
Bishop, who had been held without bond in the Madison County jail since the shootings, was transferred to Julia Tutwiler, the women's prison, on Tuesday afternoon, a prison official said.
Bishop accepted a plea deal only after talking with her mother and father, Miller said.
"She was never inclined to plead guilty to life without parole," he said.
Bishop attempted suicide once in the county lockup by cutting her wrists, authorities said.
The Justice Department is reviewing allegations of rape, sexual assault and harassment by male guards at Tutwiler prison after a legal aid group filed a complaint in May. The Montgomery-based Equal Justice Initiative said it based the claims on interviews with more than 50 women at the maximum-security prison, located north of Montgomery.
Prison system spokesman Brian Corbett said Bishop would likely spend about a month in a cell by herself before moving into the prison's general population.
"I'm sure that every inmate entering the system has their own set of unique fears," Corbett said in an email. "I cannot address hers on an individual basis."
Bishop met at the jail Tuesday with a defense attorney representing her on a murder charge in her native Massachusetts, where she is accused of killing her brother with a shotgun blast in their home in Braintree in 1986. Authorities initially ruled the shooting accidental, based partly on claims by Bishop's mother, who said her daughter didn't mean to kill Seth Bishop, who was 18 at the time.
Authorities in Massachusetts said they would make a decision later this week on whether to pursue the case.
Madison County District Attorney Rob Broussard said a prosecutor from Massachusetts phoned him last week to ask about Bishop's plea.
"He wanted verification from me on the guilty plea and that life without (parole) really means life," Broussard said. "It does."
A spokesman for Norfolk District Attorney Michael Morrissey in Massachusetts declined comment.
Bishop could have been sentenced to death by lethal injection if she had gone to trial and been convicted of capital murder, but none of the victims were pushing for a death sentence and some actively opposed it, Broussard said.
"The settlement was a just outcome," he said.
Miller said Bishop would likely never face trial in Massachusetts because Alabama is unlikely to send her there.
"Based on my experience, I don't foresee her ever going up there to face that," he said. "Practically speaking, it would be a disaster if she escaped or something happened."

FORT WAYNE, Ind. (AP) ? Myanmar's opposition leader Aung San Suu Kyi reiterated a call Tuesday for the lifting of sanctions against her impoverished country, and vowed to use her new parliamentary role to foment more change.
Thousands of elated supporters greeted Suu Kyi with cheers, tears and a standing ovation as she took to the stage at the Allen County War Memorial Coliseum in Fort Wayne, Ind., the fourth stop on her 17-day U.S. tour.
Sixty-seven-year-old Suu Kyi, who was recently elected to parliament after spending 15 years under house arrest for opposing Myanmar's military rulers, voiced optimism for democracy in her Southeast Asian home.
"The important thing is to learn how to resolve problems. How to face them and how to find the right answers through discussion and debate," the Nobel Laureate told the more than 5,000 people who gathered to hear her speak. Fort Wayne is home to one of the largest Burmese communities in the United States.
Myanmar's half century of military rule made the country something of a pariah in the international community, inviting crippling sanctions. But President Thein Sein has introduced political and economic reforms in recent years and the U.S. administration is considering easing the main plank of its remaining sanctions, a ban on imports.
Suu Kyi said the sanctions were effective in pushing the junta to reform, but that "they should now be lifted" so that Myanmar can rebuild its economy.
"We cannot only depend on external support and support of our friends from other nations. We should also depend on ourselves to reach this goal," she said.
Suu Kyi has already stopped in New York, Louisville, Ky., and Washington, D.C., where she met with President Barack Obama and received the Congressional Gold Medal. Thein Sein separately is visiting New York this week to attend the U.N. General Assembly, making him the first Myanmar leader to visit the U.S. in more than 40 years.
Hundreds of supporters lined up outside the arena hours before Suu Kyi was due to speak. As the doors opened at 7:30 a.m., supporters flooded inside to claim the best seats.
"People had so much going on in their minds: joy, happiness, everything. They just came together as a joy. Everybody was tearing up," said May Ayaroo, a 27-year-old engineer at defense company BAE Systems in Fort Wayne.
Factory worker Kaung Shein, 42, said he had been among the approximately 1 million students who took part in a failed pro-democracy uprising to protest Burma's military-backed regime in August 1988. Oxford-educated Suu Kyi rose to prominence during that period.
"We are from the 88 Generation," Kaung Shein said. "We align with her. ... We are very excited to be here. We've been waiting for 20 years."
Thousands of the 1988 protesters were killed and tens of thousands more ? including Suu Kyi ? spent years as political prisoners. Her National League for Democracy party was subsequently stymied by the junta's iron grip on the country. But Suu Kyi voiced cautious hope.
"The differences and problems we have amongst ourselves, I think we can join hands and reconcile and move forward and solve any problems," she said. Suu Kyi delivered most of her speech ? and answered most questions ? in Burmese, with an English translation by video.
Since 1991, when a single Burmese refugee resettled in Fort Wayne ? about two hours north of Indianapolis and 8,000 miles from Myanmar ? thousands more have followed, many of them relocating under a federal program after years in refugee camps in Thailand.
For some of Fort Wayne's Burmese residents, Suu Kyi's visit is the first tangible connection with the homeland they hope to return to one day.
I will try my best for anyone who wishes to return to Burma to be able to come back and we should all work together to achieve this goal," Suu Kyi said.
Thiya Ba Kyi, a former dentist who earned an MBA after coming to the U.S. in 1994 and now works for Anthem Blue Cross and Blue Shield, wants to be a part of the change Suu Kyi is expected to bring.
"I would like to move back," he said. "Hopefully, they'll need educated people who have experience in a democratic country."
Many Burmese refugees left behind careers and have had to learn new skills while others rely on food stamps to survive.
U Tun Oo was elected to parliament in the 1990 election won by Suu Kyi's party that was nullified by the military regime and served as finance minister for the elected government in exile. Now Tun Oo, who was a construction engineer in Asia, works in a Fort Wayne factory. When he's not working, he heads the local branch of Suu Kyi's party.
"She is the hope for the people," said Ba Kyi, who helps the Burmese opposition in exile. "She can bring democracy again in Burma."
But in her Tuesday speech, Suu Kyi warned her supporters ? this time in English ? that she is not infallible.
"A popular leader is not the same as a good leader," Suu Kyi said. "I hope you keep that in mind."

National Childhood Obesity Month is A Great Time to get the Whole ...

Last year, in an effort to educate the public and raise awareness of the growing epidemic of childhood obesity, President Barack Obama declared September as National Childhood Obesity Awareness Month.
In addition, First Lady Michelle Obama?s ?Let?s Move!? initiative, the Healthy, Hunger-Free Kids Act and the new Department of Agriculture MyPlate nutrition guide encourage healthier, balanced meals at school and at home.
The goal? Stop children from being overweight or obese ? which affects one-third of American children ? within this generation.
These programs are just a few ways to learn about making healthy food choices and including exercise as part of a daily routine for optimum health and well-being. However, the best way your child can develop healthy eating habits and a daily fitness routine is from you.
What exactly is obesity?
As a general rule, a child is not considered obese unless he weighs at least 10% higher than the recommended weight for his height and body type. Obesity commonly begins at the age of five or during the teen years. If a child is obese between the ages of 10 and 13, he or she has an 80% chance of becoming an obese adult, according to the American Academy of Child & Adolescent Psychiatry (AACAP)..
Another way to determine if your child is obese is by determining her Body Mass Index (BMI). BMI is determined from your child?s weight and height. The Centers for Disease Control (CDC) and the American Academy of Pediatrics (AAP) recommend using BMI for children as early as the age of two. Your healthcare provider may need to perform additional tests to confirm this diagnosis.
It?s a family affair
There are many reasons for being obese, other than the obvious poor eating habits and/or consuming more calories than the body burns up. For example, if one parent is obese, their child runs a 50% risk of being obese ? 80% if both parents are obese, according to AACAP.
Other than family history, obesity is also associated with certain medical conditions and prescriptions, stressful, life-changing events (divorce, moves, deaths, etc.), low self-esteem and depression.
It?s not just for grown-ups, anymore
Even as a young child, consuming extra calories add up to extra pounds, which, in turn, can contribute to childhood obesity. The Centers for Disease Control and Prevention report the following symptoms and diseases that an obese child may acquire that are typically associated with adults:
- Type 2 Diabetes
- High blood pressure
- Heart disease
- Sleep disorders
- Asthma
What?s more, the emotional and psychological effects from being obese can be exacerbated by relentless bullying and teasing from schoolmates, family members and the community, according to the AACAP. As a result, your child may suffer from depression, anxiety, low self-esteem and a feeling of isolation.
What can I do to help my child avoid being obese?
There is a solution to this growing epidemic. It?s not enough to monitor your child?s eating and exercise habits, but to maintain a healthy lifestyle for yourself, as well. After all, the apple doesn?t fall far from the tree.
The following tips are offered by the Centers for Disease Control and experts working with the federal government on preventing childhood obesity.
First, some pointers to help your entire family maintain a healthy weight:
- Plan meals ahead of time ? this allows opportunity for healthier food choices.
- Experiment with your favorite recipes using healthier ingredients.
- Limit excess salt, sugar and fat found in junk food and processed foods.
- Eat plenty of fresh fruits, vegetables and whole-grain products.
- Monitor what your child eats at school.
- Maintain healthy portions for less calories.
- Keep 100-calorie snacks on hand, such as apples, bananas or carrots.
- Choose lean cuts of meats, poultry and fish.
- Incorporate beans, lentils and nuts for sources of protein.
- Change whole milk and other dairy products to low-fat or non-fat versions.
- Ditch sugary beverages for water, water and more water.
For a healthier lifestyle, try these:
- Increase physical activity, such as walking, bike riding or your child?s favorite activity. Get the whole family involved and make it fun.
- Encourage and praise your child for making smart, healthy food choices and reaching fitness goals.
- Limit snacking. Occupy your time with reading or physical activity.
- Do not use food as a reward. Kids love stickers, small toys or fun activities as a way to say ?great job!?
- Eat meals as a family. Don?t invite the television or computer to the dinner table.
- Join a support group (examples include Weight Watchers, Overeaters Anonymous).
- Start a walking club in your neighborhood.
Here?s to a healthy start
September is not just the start of your child?s new school year, but can be a great beginning for your entire family toward a new, healthier lifestyle.? Here?s to a healthy start!

Inflation fear sends stocks down | SaigonMoney.com - The digital ...
After a furious day of ETF (exchange traded fund) trading last Friday, the local market on Monday tumbled back as high inflation in September hurt sentiment, with the VN-Index shedding 5.11 points, or 1.29%, against the previous session to close at 390.37.
The market opened several points in the red but traded a bit higher before falling back. Stocks then embarked on a second run to hit the daily high of 394.54 points before dropping back again to levels just above the open by the end of the morning session. In the afternoon, the market traded lower and finally closed just above the lows.
Liquidity on the Hochiminh Stock Exchange sharply declined, with volume and value contracting 53% and 58% respectively against last Friday to 27.7 million shares worth VND474 billion. The put-through market was a lot quieter with just one noticeably large transaction seen in VIC.
Losers far outnumbered gainers at 164 to 57, with 24 stocks hitting the ceiling prices and 66 others plunging to the floor prices. The VN-Index was dragged down the most by GAS and VCB while EIB, which continued to attract strong demand, along with MSN helped pare losses.
Eximbank (EIB) led the market for liquidity, jumping 4.3% to VND14,500 per share with 1.9 million shares traded. Ocean Group Company (OGC) was the second most heavily traded stock but it dipped 3.9% against the previous session to VND9,800 on a volume of 1.3 million shares.
Foreign investors posted a net selling value of over VND52 billion, the biggest one-day sell-off in nearly three months. They accounted for 13% and 24.5% of the market?s buying and selling value respectively.
The Hanoi market also slipped back with turnover shrinking to VND161 billion. The HNX-Index fell 0.25 point, or 0.44%, from the session earlier and ended the day at 56.46.
Only 51 stocks advanced while 138 stocks posted losses, including 19 stocks going up to the ceiling prices and 48 stocks dropping to the floor prices. Foreigners accounted for 1.8% of the buying value and 1.4% of the selling value.
HCMC Securities Corp. in its on Monday?s report noted that last Friday?s rally had receded into the past with no follow-up buying from the open on Monday and indeed, few investors even showed up. The technical buying of recent weeks had also come to an end for now.
Viet Capital Securities Co. said that both indices are looking to trade sideways with weak supply and demand. Investors should take advantage of intraday uptrend to consider lowering portfolio weights and wait for more positive signals.

U.S. military leaders try to rally schools in childhood obesity fight
?
Retired military officers are blaming junk food for the childhood obesity problem in the U.S., saying schoolkids are eating 400 billion excess calories a year.
Photograph by: DAVID EBENER , AFP/Getty Images
WASHINGTON ? Former U.S military leaders have identified a latent threat to the potential for a leaner, more agile fighting force: the school vending machine.
In a report to be released Tuesday, a group of 300 retired military officers said school-age children are eating 400 billion excess calories a year ? the equivalent of two billion candy bars ? from junk food sold in such machines as well as in snack bars and cafeterias that should be off-limits.
Those extra calories from candy, chips and sugary drinks amount to about 130 calories a day, which over a student?s school years can lead to extra pounds.
?The calories add up,? the U.S. generals and admirals said in their report, which calls for tougher standards on the snacks schools can sell.
?While limiting the sale of junk food is not a solution by itself for the childhood obesity epidemic, it is part of the solution,? wrote the retired officers, who are part of a non-profit group called Mission: Readiness, focused on youth issues.
Military experts have long been worried that rising obesity is making it difficult to find fit recruits. But the report places new pressure on government officials to revamp nutritional guidelines for foods sold in U.S. schools.
?The folks that are going to enter the military in 2025 are in school right now. So it?s up to us to ensure that when those children reach the age of between 17 and 24 that they are ready or eligible to join the military,? retired Air Force Lt.-Gen. Norman Seip, a member of the group, told Reuters.
The number of overweight or obese children keeps rising and more than one-third of American children and teenagers are too heavy, government statistics show. Other data shows that such children are also more likely to be heavier as adults.
?It?s a strong reminder of the seriousness and the extent of the obesity epidemic, showing how far reaching it is that even the military is concerned about it,? said Margo Wootan, who oversees nutrition policy at the Center for Science in the Public Interest, a consumer advocacy group.
The U.S. Department of Agriculture is considering new standards for so-called ?competitive? foods sold outside of traditional school meals. USDA officials have said they are still working on the new rules, which were due in December. They have not said when the rules will be released.
Doctors, public health experts and consumer advocates want the USDA to update limits on calories, fat and sodium in snack foods and to restrict beverage sales to healthier options such as naturally sweetened fruit juices and low-fat or non-fat milk.
Food and beverage manufacturers have said they support efforts to revamp school nutrition guidelines, but they cite lack of exercise and other issues as part of the problem.
?Recruiting is always a challenge,? said Eileen Lainez, a U.S. Defense Department spokeswoman.
Only 25 per cent of young U.S. adults qualify to enlist in the military. Among the remaining 75 per cent, more than a third have weight-related problems, she said, adding that the military is still meeting its recruiting goals.
It is still alarming that so many are too fat and that future enlistees are likely to follow suit, Seip said.
?And we?re not talking a couple pounds here, we?re talking about an average of 30 pounds (13.6 kg),? he said of the overweight recruits who do not make the cut.
?The trend is not slowing down,? said Seip, who retired in 2009 after joining the U.S. air force about 30 years ago.
Over those three decades, the number of obese American children has more than tripled.
Drinks sold in schools, especially sugary sodas, have been a particular concern.
The beverage industry launched voluntary guidelines in 2005 to limit student access to full calorie sodas that it says is working.
Various studies have shown mixed results on the impact of children?s soda consumption. But last week, three published studies offered the strongest evidence yet that sugary drinks play a leading role in expanding U.S. waistlines.
According to Tuesday?s report, some students are consuming about 45 fewer calories a day from such beverages on average, even though they are still widely available in many schools.
USDA data has shown students consuming about 177 extra calories from school snacks and sugary drinks, but without such beverages the remaining more than 130 calories a day appear linked to junk food, it said.
Wootan said that reflects the steps a number of school districts have taken to limit sugary drinks.
?There has been some improvement in beverages, but for snack foods there hasn?t been as much progress,? she said.
As for those two billion hypothetical candy bars?
Their 400 billion calories would weigh more than the U.S. navy?s longest aircraft carrier, the 70,000-tonne Midway, the report said.

(together with its consolidated subsidiaries and variable interest entities, "China Dredging," the "Company," "we," "us" and "our"), one of the leading independent (non-state-owned) providers of dredging services in the PRC, today announced its unaudited financial results for the first quarter of 2012.
Three Months Ended March 31, 2012 Highlights
- Revenues of $59.5 million, a 18.7% period-over-period increase
- Gross profit of $31.5?million, a 8.2% period-over-period increase
- Net income of $21.7?million, a 18.7% period-over-period decrease
- Operating cash flow of $33.8 million, a 175.8% period-over-period increase
- Cash of $146.1 million and working capital of $159.4 million as of March 31, 2012
"I am very pleased that we were able to deliver strong quarterly results in revenue in the first quarter of 2012," said Mr. Xinrong Zhuo, Chairman and Chief Executive Officer of China Dredging. "We believe this revenue growth reflects our strong strategic relationship with our main contractors, and we are committed to enhancing our market share in China's dredging industry."
Recent Developments
In July 2012, we did not renew two dredgers lease agreements when the contracts expired, and terminated leasing one dredger in the consideration of its working efficiency. We try to integrate our management and technology for new projects. These three dredgers are not suitable for the new upcoming projects. As a result, we currently have 10 dredgers in our fleet, including 6 non-self-propelling cutter suction dredgers, 2 trailer suction hopper dredgers and 2 grab dredgers.

Contract revenue increased by $9.4 million, or 18.7% (13.7% without foreign exchange effect), to $59.5 million for the three months ended March 31, 2012, compared to $50.1 million for the three months ended March 31,2012. The increased contract revenue primarily resulted from the increase of our dredging volume and unit construction price, which is a price negotiated with the contractor for each specific project. We completed 32.5 million cubic meters of dredging volume for the three months ended March 31, 2012, as compared to 28.5 million cubic meters for the three months ended March 31, 2011, representing an increase of 13.9% in dredging volume. In addition, the unit construction price per cubic meter increased by $0.07, or 4.0% (-0.2% without foreign exchange effect), to $1.83 for the three months ended March 31, 2012 from $1.76 for the same period of 2011.
