INDIANAPOLIS (AP) ? From pickpockets and prostitutes to dirty bombs and exploding manhole covers, authorities are bracing for whatever threat the first Super Bowl in downtown Indianapolis might bring.

Some ? nuclear terrorism, for instance ? are likely to remain just hypothetical. But others, like thieves and wayward manhole covers, are all too real.

Though Indianapolis has ample experience hosting large sporting events ? the Indianapolis 500 attracts more than 200,000 fans each year, and the NCAA's men's Final Four basketball tournament has been held here six times since 1980? the city's first Super Bowl poses some unique challenges.

Unlike the Final Four, which is compressed into a weekend, the Super Bowl offers crowd, travel and other logistical challenges over 10 days leading up to the Feb. 5 game. And unlike the 500, where events are largely concentrated at the Indianapolis Motor Speedway about seven miles from Lucas Oil Stadium, the NFL's showcase event will consume 44 blocks ? about a mile square ? in the heart of the city, closing off streets and forcing an anticipated 150,000 or more NFL fans to jockey with downtown workers for space much of the week.

"This is clearly bigger in terms of the amount of people who will be downtown over an extended period of time," city Public Safety Director Frank Straub said.

Under a security risk rating system used by the federal government, the Super Bowl ranks just below national security events involving the president and the Secret Service, said Indianapolis Chief of Homeland Security Gary Coons. The ratings are based on factors including international attention, media coverage, the number of people the event attracts and visits by celebrities and foreign dignitaries, he said. The Indianapolis 500 ranks two levels below the Super Bowl.

The city has invested millions of dollars and worked with local, state and federal agencies to try to keep all those people safe. Up to 1,000 city police officers will be in the stadium and on the street, carrying smartphones and other electronic hand-held devices that will enable them to feed photos and video to a new state-of-the-art operations center on the city's east side or to cruisers driven by officers providing backup, Straub said. Hundreds of officers from other agencies, including the state police and the FBI, will be scanning the crowd for signs of pickpocketing, prostitution or other trouble.

One concern has been a series of explosions in Indianapolis Power & Light's underground network of utility cables. A dozen underground explosions have occurred since 2005, sending manhole covers flying.

Eight explosions have occurred since 2010. The latest, on Nov. 19, turned a manhole cover into a projectile that heavily damaged a parked car and raised concerns about the safety of Super Bowl visitors walking on streets and soaring above the Super Bowl village on four zip lines installed for the festivities.

Since December, IPL has spent about $180,000 to install 150 new locking manhole covers, primarily in the Super Bowl village and other areas expected to see high pre-game traffic.

IPL officials say the new Swiveloc manhole covers can be locked for security reasons during the Super Bowl. In case of an explosion, the covers lift a couple of inches off the ground ? enough to vent gas out without feeding in oxygen to make an explosion bigger ? before falling back into place.

An Atlanta consultant hired by the Indiana Utility Regulatory Commission last summer to audit IPL's underground network of cables for a cause of the explosions says the new covers are merely a Band-Aid.

"We've argued it's better to prevent," said Dan O'Neill of O'Neill Management Consulting, which filed its report in December.

O'Neill's team couldn't pinpoint an exact cause for the explosions but said a flawed inspection process contributed, noting that IPL workers missed warning signs such as road salt corroding an old cable or leaks in nearby steam pipes. In a report filed Jan. 19 with Indiana utility regulators, the power company said it had overhauled its inspection process.

IPL will dispatch extra crews to the area around the stadium in case of power-related problems, such as a recent breaker fire that left 10,000 customers in homes south of downtown without power. Spokeswoman Crystal Livers-Powers said the company doesn't anticipate any power issues.

Straub, the public safety director, said he's confident the city is prepared and notes that Indianapolis hosts major events "pretty regularly."

Special teams from the Department of Energy will sweep Lucas Oil Stadium and the surrounding area for nuclear terror threats, and a new $18 million high-tech communications center that opened in time for the lead-up to the game will tie it all together.

"We're using more technology, and state of the art technology, than has been used in any Super Bowl before this one," Straub said.

BEER-SHEVA, Israel -- An international team of researchers including Dr. Bertrand Boeken of the Jacob Blaustein Institutes for Desert Research at Ben-Gurion University of the Negev suggest in a new study that plant biodiversity preservation is crucial to buffer negative effects of climate change and desertification in drylands.

The study titled, "Plant species richness and ecosystem multi-functionality in global drylands", published in the prestigious journal Science is the outcome of a five-year research effort involving more than 50 researchers from 30 institutions in 15 different countries, including Dr. Boeken of the BGU Jacob Blaustein Institutes for Desert Research. Dr. Boeken and Dr. Eli Zaady of the Gilat Research Center, the Volcani Institute - Agriculture Research Organization contributed research data from two long-term ecological research sites in the northern Negev.

The results of this study indicate that the ability of ecosystems in drylands worldwide to maintain multiple functions, such as carbon storage and buildup of nutrient pools (multi-functionality) is enhanced by the number of perennial plant species, mainly shrubs and dwarf-shrubs, whereas increased average annual temperature reduces this ability.

While small-scale controlled experiments have provided evidence of the positive relationship between biodiversity and multi-functionality over the years, this study is the first in explicitly evaluating such relationship among real ecosystems at a global scale.

The fieldwork of this study was carried out in 224 dryland ecosystems from all continents except Antarctica, where direct measurements of plant diversity and other biotic and abiotic features of the ecosystem were taken. To assess ecosystem multi-functionality, researchers assessed more than 2,600 soil samples for 14 ecosystem functions related to carbon, nitrogen and phosphorus cycling and storage.

The functions measured deliver some of the fundamental supporting and regulating ecosystem services (e.g. soil fertility and climate regulation), and are also used to identify the onset of desertification processes.

Drylands constitute some of the largest terrestrial biomes, collectively covering 41 percent of earth's land surface and supporting over 38 percent of the global human population. They are of paramount importance for biodiversity, host many endemic plant and animal species, and include about 20 percent of the major centers of global plant diversity and over 30 percent of the designated endemic bird areas. However, dryland ecosystems are also highly vulnerable to global environmental change and desertification. "This study provides empirical evidence on the importance of biodiversity to maintain and improve ecosystem multi-functionality in drylands.

Dr. Boeken says, "Our results also suggest that the increase in average annual temperature predicted by climate change models will reduce the ability of dryland ecosystems to perform multiple functions, which are crucial to support life on earth. Plant biodiversity enhances this ability, therefore, maintaining and restoring it can contribute to mitigating the negative consequences of global warming and to promoting the resistance of natural ecosystems to desertification."

SUMO-snipping protein plays crucial role in T and B cell development

When SUMO grips STAT5, a protein that activates genes, it blocks the healthy embryonic development of immune B cells and T cells unless its nemesis breaks the hold, a research team led by scientists at The University of Texas MD Anderson Cancer Center reports today in Molecular Cell.

"This research extends the activity of SUMO and the Sentrin/SUMO-specific protease 1 (SENP1) to the field of immunology, in particular the early lymphoid development of T and B cells," said the study's senior author, Edward T. H. Yeh, M.D., professor and chair of MD Anderson's Department of Cardiology.

SUMO proteins, also known as the small ubiquitin-like modifiers or Sentrin, attach to other proteins in cells to modify their function or to move them within a cell. SENP1 is one of a family of six proteins that snips SUMO off of SUMO-modified proteins. SUMOylation (SUMO modification) of proteins has been implicated in development of cancer, heart and neurodegenerative diseases, among others.

The team first analyzed the role of SENP1 in the development of lymphoids in mice and found it is heavily expressed in precursor cells, the early stages of B and T cell development.

Working with genetically modified mice they developed that lack SENP1 gene expression, Yeh and colleagues found the mouse embryos had severe defects in their T and B cells, white blood cell lymphocytes that identify and fight infection.

SUMO pins STAT5 in the nucleus

Subsequent experiments led them to STAT5, a transcription factor known to play critical roles in the development and function of immune cells. Transcription factors work in the cell nucleus, activating gene expression by connecting to a gene's promoter region.

"STAT5 works in a cycle, moving from the cytosol of a cell into the nucleus to activate genes and then back out to the cytosol," Yeh said. "We found that when STAT5 is SUMOylated in the nucleus it gets trapped there when there's no SENP1 to remove SUMO."

The team found that SUMO muscles in on two other signaling events that govern STAT5 activity - phosphorylation and acetylation.

SUMO inhibits STAT5 signaling

STAT5 is activated in the cell cytosol when the JAK tyrosine kinase attaches a phosphate group at a specific site on the STAT5 protein. This transformed STAT5 crosses the nuclear membrane into the nucleus to transcribe genes.

The team found that SUMO attaches to STAT5 close to its phosphorylation site and that cells lacking SENP1 have increased SUMOylation and decreased phosphorylation.

SUMOylation vs. acetylation

In addition to phosphorylation, acetylation of STAT5 has been shown to be essential for STAT5 to cross the nuclear membrane into the nucleus to enhance gene transcription. Yeh and colleagues found that SUMO competes directly with acetyl groups for the same binding site, inhibiting acetylation.

"Without SENP1 to remove SUMO, STAT5 can't be acetylated or phosphorylated and can't be recycled for use again," Yeh said. "We discovered that SENP1 controls lymphoid development through regulation of SUMOylation of STAT5."

Since Yeh's lab discovered SUMOylation in 1996, SUMO has been found to alter the function of thousands of proteins.

Yeh is hosting the 6th International Conference SUMO, Ubiquitin, UBL Proteins: Implications for Human Diseases Feb. 8-11 in the Dan L. Duncan Building at MD Anderson. Yeh organizes the meeting every other year.

"There used to be so little known about SUMO. Now, a protein is assumed to be SUMOylated until proved otherwise," Yeh said.

"The Staten Island Ferry!" Hizzoner gushed in a surprise tweet Tuesday in response to a survey conducted by New York magazine.

We're guessing the mayor's unsolicited enthusiasm was prompted by happy memories of his mini-cruise aboard the Spirit of America in the company of main squeeze Diana Taylor after his oath-taking on New Year's Day 2010. There's nothing like a brisk sail to kindle warm feelings.

Study of freakish mystery illness finds no cause

ATLANTA (AP) ? Imagine having the feeling that tiny bugs are crawling on your body, that you have oozing sores and mysterious fibers sprouting from your skin. Sound like a horror movie? Well, at one point several years ago, government doctors were getting up to 20 calls a day from people saying they had such symptoms.

Many of these people were in California and one of that state's U.S. senators, Dianne Feinstein, asked for a scientific study. In 2008, federal health officials began to study people saying they were affected by this freakish condition called Morgellons.

The study cost nearly $600,000. Its long-awaited results, released Wednesday, conclude that Morgellons exists only in the patients' minds.

"We found no infectious cause," said Mark Eberhard, a Centers for Disease Control and Prevention official who was part of the 15-member study team.

The study appears in PLoS One, one of the Public Library of Science journals.

Sufferers of Morgellons (mor-GELL-uns) describe a variety of symptoms, including fatigue, erupting sores, crawling sensations on their skin and ? perhaps worst of all ? mysterious red, blue or black fibers that sprout from their skin. Some say they've suffered for decades, but the syndrome wasn't named until 2002, when "Morgellons" was chosen from a 1674 medical paper describing similar symptoms.

Afflicted patients have documented their suffering on websites and many have vainly searched for a doctor who believed them. Some doctors believe the condition is a form of delusional parasitosis, a psychosis in which people believe they are infected with parasites.

Last May, Mayo Clinic researchers published a study of 108 Morgellons patients and found none of them suffered from any unusual physical ailment. The study concluded that the sores on many of them were caused by their own scratching and picking at their skin.

The CDC study was meant to be broader, starting with a large population and then went looking for cases within the group. The intent was to give scientists a better idea of how common Morgellons actually is.

They focused on more than 3 million people who lived in 13 counties in Northern California, a location chosen in part because all had health insurance through Kaiser Permanente of Northern California, which had a research arm that could assist in the project. Also, many of the anecdotal reports of Morgellons came from the area.

Culling through Kaiser patient records from July 2006 through June 2008, the team found ? and was able to reach ? 115 who had what sounded like Morgellons. Most were middle-aged white women. They were not clustered in any one spot.

That led to the finding that Morgellons occurred in roughly 4 out of every 100,000 Kaiser enrollees. "So it's rare," Eberhard said.

Roughly 100 agreed to at least answer survey questions, and about 40 consented to a battery of physical and psychological tests that stretched over several days.

Blood and urine tests and skin biopsies checked for dozens of infectious diseases, including fungus and bacteria that could cause some of the symptoms. The researchers found none that would explain the cases.

There was no sign of an environmental cause, either, although researchers did not go to each person's house to look around.

They took fibers from 12 people, which were tested at the Armed Forces Institute of Pathology. Nothing unusual there, either. Cotton and nylon, mainly ? not some kind of organism wriggling out of a patient's body.

Skin lesions were common, but researchers concluded most of them were from scratching.

What stood out was how the patients did on the psychological exams. Though normal in most respects, they had more depression than the general public and were more obsessive about physical ailments, the study found.

However, they did not have an unusual history of psychiatric problems, according to their medical records. And the testing gave no clear indication of a delusional disorder.

So what do they have? The researchers don't know. They don't even know what to call it, opting for the label "unexplained dermopathy" in their paper.

But clearly, something made them miserable. "The absence of evidence is not evidence of absence," said Felicia Goldstein, an Emory University neurology professor and study co-author.

She said perhaps the patients could be helped by cognitive behavioral therapy that might help them deal with possible contributing psychological issues.

The study is not expected to be the last word on the subject.

Among those with additional questions is Randy Wymore, an Oklahoma State University pharmacologist who for years was the most reputable scientist to look into it and who has concluded Morgellons is not a psychiatric disorder.

On Wednesday, Wymore said he had not seen the CDC paper and was unable to comment on it. But when the study began, he questioned whether Kaiser patients with Morgellons would participate, especially if they were unhappy with how they were previously handled by their Kaiser doctors.

"There is always the question: How many of the study participants actually have Morgellons Disease?" he said, in an email.

The CDC is not planning additional study, however. The agency's expertise is in infectious diseases and environmental health problems, and the researchers saw no evidence of that.

"We're not mental health experts," one CDC spokeswoman said.

St. John Parish creates communications department | NOLA.com

Saying St. John the Baptist Parish needs effective communications with the public, the Parish Council approved the creation of a department for that purpose. Some council members were concerned about creating a new department, but eventually relented, voting unanimously to create the department and to confirm Parish President Natalie Robottom's nomination of current public information officer, Paige Braud, to lead the agency.

Councilwoman Cheryl Millet said she had reservations. "It takes six members to remove a director," said Millet, who is concerned that the administration will become "top heavy."

"Creating a department is what I'm against, not the position," she said.

But Robottom said Braud is working as a special assistant to the president, a job classification that is intended to be temporary.

Robottom and some council members cited increasing expectations that the parish alert residents through multiple channels whenever there is an emergency, and that Braud has done a good job of informing them and the public.

"When the charter was created in 1985, there wasn't email and texting and Twitter and robo-calls. There are now," Robottom said.

She said Braud won't get a raise from her current $60,000 per year salary, which Robottom said involves working nights, weekends and holidays, and includes coordinating special events, as well as communications.

Robottom said a parish secretary who now reports to the parish finance director will report to Braud.

Robottom also wants to create a system to track calls to the parish and ensure that residents get a response to their questions.

Robottom said she hopes to create an additional civil service position to track that.

"We do think it's important to close the loop when we receive calls," she said. "There's not a specialized tracking mechanism and there's not always a response."

Amid tears, Giffords bids her farewell to Congress (AP)

WASHINGTON ? The applause rolled through the big chamber, growing ever louder as hundreds of Republicans and Democrats suddenly realized Rep. Gabrielle Giffords was back in the House.

But this time she had come to say goodbye.

Fellow lawmakers gave her a fitting send-off: cheers, hugs, a cascade of tributes and plenty of tears in a rare moment of political unity.

A year since that fateful Saturday morning when Giffords was severely wounded during a shooting rampage in her home district, the Arizona congresswoman resigned on Wednesday with a plea for civility ? and a hint that she'll be back on the national stage. For now, the 41-year-old said, her movements and speech still halting, she needs to focus on her recovery.

For all the kind words showered on her, Giffords reflected in her resignation letter about a level of respect that seems like an aberration these days in a bitterly divided Washington.

In her five years in Congress, she said, "Always I fought for what I thought was right. But never did I question the character of those with whom I disagreed. Never did I let pass an opportunity to join hands with someone just because he or she held different ideals."

Said Republican Rep. Ted Poe of Texas in the first of many tributes: "Gabby is the spirit of bipartisanship that we should all learn from."

Giffords' friend Rep. Debbie Wasserman Schultz, D-Fla., became emotional before reading Giffords' resignation letter in the well of the House. Rep. Jeff Flake, R-Ariz., held Giffords' hand. House Speaker John Boehner, R-Ohio, cried after Giffords slowly made her way to the podium and handed him the envelope with her resignation letter.

Last January, a gunman opened fire at Giffords' "Congress on Your Corner" event in Tucson, killing six people, including a 9-year-old girl and a federal judge and wounding 13, including Giffords who suffered a gunshot wound to her head. She has spent the past year recovering, showing up in the House just once last August to vote on raising the nation's borrowing authority.

That appearance stirred speculation about her political future and whether she would seek another term or even pursue an open Senate seat.

Giffords put that talk to rest on Sunday, announcing in a Web video that she would resign this week. On Monday, she met with survivors of the shootings in Arizona, , finishing the event that she had started outside a supermarket. On Tuesday night, she received thunderous applause and a hug from President Barack Obama at his State of the Union address.

Colleagues and friends stood with her, Flake by her side. Sen. Kirsten Gillibrand, D-N.Y., had her back.

On Wednesday, Republicans and Democrats turned a morning debate over Giffords' last bill into a forum to praise her work and perseverance.

"We haven't seen the last of Gabby Giffords," said Rep. Silvestre Reyes, D-Texas. "I believe ... whatever the future holds for her she has made this a better place."

Around 10 a.m., Giffords entered the chamber through the main door, the same one Obama used the previous night. Wasserman Schultz assisted her as she made her way down the aisle, greeted warmly by colleagues with kisses and hugs. She sat in the front row for a flurry of tributes. In the gallery sat her mother, Gloria, and husband, retired Navy Capt. Mark Kelly, the former astronaut.

"All of us come to the floor today ... to salute her as the brightest star among us, the brightest star Congress has ever seen," said House Minority Leader Nancy Pelosi, D-Calif.

House Majority Leader Eric Cantor, R-Va., said he received a call from Kelly on Sunday informing him of Giffords' plans to resign. He said Giffords' "strength against all odds serves and will continue to serve as a daily inspiration to all of us."

Said Rep. Steny Hoyer, D-Md., "The House of Representative has been made proud by this extraordinary daughter of the House. Gabby, we love you, we have missed you."

Prolonged standing ovations and spontaneous whoops marked the tributes. Giffords briefly waved at Kelly and her mother when their names were mentioned.

Surrounded by colleagues and friends, Giffords stood in the well of the chamber to resign. Wasserman Schultz read her two-page letter to Boehner.

"Everyday, I am working hard," Giffords wrote. "I will recover and will return, and we will work together again, for Arizona and for all Americans."

She purposefully made it to the podium to deliver the letter to Boehner.

Moments later, the House, including Giffords, voted for her final piece of legislation ? a bill that would impose tougher penalties on smugglers who use small, low-flying aircraft to avoid radar detection and bring drugs across the Mexican border.

The vote was 408-0. The Senate, which recently passed a version of the bill, is expected to vote Thursday on the measure and send it to Obama for his signature.

Giffords submitted resignation letters to both Boehner and Arizona Gov. Jan Brewer. It falls to Brewer to set a date for a special primary and general election to fill the Arizona seat. That will probably happen in the spring or early summer. In November, voters will choose someone for the full two-year term.

After the tribute, Kelly said his wife realized stepping down was the right thing to do.

"But I'm more optimistic than anybody else about her future. She just needs some more time, whether it's a year or two years or three years, I'm very confident she's going to have a long and effective career as a public servant," he said.

Asked about her daughter's future, Gloria Giffords said, "I kind of think she's transcended Congress. I don't know where she's going to end up."

"She's remembered every boy she's ever kissed, every song she's ever sang, every bill she's ever passed," she said. "So upward and onward."

After I posted how?researchers apparently often don?t get to vet press releases before they are published, a vigorous discussion regarding the topic occurred on Twitter, which I?ve created a Storify post for, embedded in full below.

So where to go now? We should quantify how big a problem this actually is, or whether me and Maggie Koerth-Baker simply ran across some unusual anecdotes. The National Association of Science Writers might be a good place to go to quiz public information officers in academia, government, associations and companies regarding their practices. We also want to go to scientists, in case we?re running across issues such as whether some authors on a paper are getting contacted while others are not. More to come!

New Snow White and the Huntsman Trailer: Who IS the Fairest of Them All?

The original theatrical Snow White and the Huntsman trailer focused primarily on Charlize Theron's evil queen. This latest version mostly follows suit, but also gives us our first glimpse at Chris Hemsworth as the titular huntsman.

Kristen Stewart's Snow White? Still not heard from.

The queen's quest to extinguish the bright light that is Snow White is the general premise of the film, which is the polar opposite of a feel-good, Disney-esque fairy tale.

Perhaps that plays a role in keeping Stewart's character shrouded in mystery so far. In any case, we can't wait for June 1, especially after seeing this latest teaser:

US has new confidence in peace talks with Taliban (AP)

WASHINGTON ? The Obama administration expressed new confidence that talks with the Taliban next week offer the best chance yet to end the 10-year-old war in Afghanistan, despite warnings from the intelligence community that the Taliban is more interested in continuing fighting than making peace.

To guard against the Taliban using the talks to boost its standing, while delivering little in return, the U.S. this week will lay out confidence-building measures ? specific steps that the U.S. and the insurgents agree to take ahead of formal talks.

Those talks, if they ever take place, would include the United States, the Taliban and the Afghan government of President Hamid Karzai, a senior U.S. official said.

Like others interviewed, the official spoke on condition of anonymity to describe sensitive diplomacy.

The diplomatic, military and intelligence branches of the U.S. government differ over the value of talks with the Taliban or whether now is the right time to so publicly shift focus away from the ongoing military campaign that primarily targets Taliban insurgents. Defense Secretary Leon Panetta and some uniformed military leaders recently have sounded some of the strongest notes of caution, especially on when to grant Taliban requests for the transfer of several of its prisoners from the U.S. military prison at Guantanamo Bay, Cuba, military and other U.S. officials said.

The latest Afghan National Intelligence Estimate warns that the Taliban will grow stronger, using the talks to gain credibility and run out the clock until U.S. troops depart Afghanistan, while continuing to fight for more territory, say U.S. officials who have read the classified document. They spoke on condition of anonymity to describe the roughly 100-page review, an amalgam of intelligence community's predictions of possible scenarios for the Afghan war through the planned end of U.S. combat in 2014.

It says the Afghan government largely has failed to prove itself to its people and likely will continue to weaken and find influence only in the cities. It predicts that the Taliban and warlords will largely control the countryside. The NIE did suggest that eliminating top Taliban leaders in the next two years and continuing to build the Afghan government could help offset that.

Meanwhile, Karzai is still uneasy with the pace and direction of talks. He worries that the United States will strike a deal with the Taliban and force that deal on his government, two Afghan officials told The Associated Press, speaking on condition of anonymity to describe sensitive discussions.

U.S. officials close to the negotiations say that despite these warnings the Taliban high command is more ready for talks than in the past, at least with the United States if not the elected Afghan government it opposes.

One sign was the surprising public endorsement by the Taliban of the plan to open a negotiating office in the Persian Gulf state of Qatar. But U.S. officials also cite more subtle indications of a shift toward peace negotiations, including the recent participation in preliminary talks of more senior and influential Taliban representatives.

The senior U.S. official said negotiators are now confident they are talking to credible intermediaries for the main Taliban command based in Pakistan.

The administration's top negotiator, Marc Grossman, was building support for talks among regional allies such as Turkey and Saudi Arabia this week, to be followed by discussions with Taliban representatives, U.S. and other government officials said.

One topic was expected to be a U.S. offer to release two or three Taliban prisoners from Guantanamo to custody in Qatar, although two officials said that effort is moving more slowly than plans for the office. A waiting period would follow that transfer before any other Taliban transfers would be considered. U.S. officials said Congress would be consulted throughout.

The Taliban had sought both the office and the prisoner release as preconditions for real talks.

The senior U.S. official said the U.S. has set clear conditions for opening the office, including that the Taliban must agree not to use it for fundraising or propaganda, or to run insurgent operations. Larger conditions include assurances that the insurgents are truly interested in a political settlement and not using negotiations as a way to stall until U.S. forces leave.

The central political office confers instant, though controversial, legitimacy on the diffuse insurgency as a political movement and provides a site for formal talks. The idea is to give the Taliban room to negotiate in a location with less direct pressure from Pakistan, which has ties to some militant groups and houses parts of the Taliban leadership.

The U.S. intelligence assessment looks beyond the near horizon for talks.

It predicts the likely outcome of two strategies:

? Moderate engagement, in which the U.S. continues special operations raids against key Taliban leaders, and village outreach to strengthen local government, while conventional forces train Afghanistan's army and police force.

? Limited engagement, in which the U.S. would continue economic and political support, and some Afghan security training, but most troops would withdraw.

Both strategies can weaken the Taliban, the analysts say, but ultimately neither course of action is likely to stop the continued weakening of the Afghan state, the officials said.

In that way, the NIE's bleak predictions also give the White House reason to hasten the reconciliation process in order to pull U.S. troops out of what some analysts termed a hopeless stalemate.

Exclusive: President Obama Dismisses Romney's Foreign Policy Attacks (Time.com)

President Obama dismissed Republican rival Mitt Romney?s critiques of his foreign policy credentials Wednesday in an exclusive TIME interview, saying the GOP front runner?s attacks are little more than primary posturing that will wither under the glare of ?a serious debate.?

?I think Mr. Romney and the rest of the Republican field are going to be playing to their base until the primary season is over,? Obama told TIME?s Fareed Zakaria during a White House interview that will appear in the next issue of TIME. ?Overall, I think it?s going to be pretty hard to argue that we have not executed a strategy over the last three years that has put America in a stronger position than it was than when I came into office.?

In what sometimes sounded like a dry run of the Obama re-election campaign?s foreign policy themes, the President drew sharp contrasts between himself and GOP leaders, past and present. He spoke with pride of accomplishing what he called a ?pivot? from the policies of George W. Bush. This included ending the Iraq War, increasing pressure on al-Qaeda, rebuilding international alliances and refocusing America?s foreign policy goals.

?It?s an American leadership that recognizes the rise of countries like China, India and Brazil,? Obama said of his own policies. ?It?s a U.S. leadership that recognizes our limits in terms of resources and capacity. And yet, what I think we?ve been able to establish is a clear belief among other nations that the United States continues to be the one indispensible nation in tackling major international problems.?

Obama also blamed Republicans in Congress for threatening to weaken the U.S.?s international position by failing to agree to domestic policies that the White House has been advocating over the past year. ?Our whole foreign policy has to be anchored in economic strength here at home,? Obama said. ?And if we are not strong, stable, growing, making stuff, training our work force so that it?s the most skilled in the world, maintaining our lead in innovation, in basic research, in basic science, in the quality of our universities, in the transparency of our financial sector, if we don?t maintain the upward mobility and equality of opportunity that underwrites our politically stability and makes us a beacon for the world, then our foreign policy leadership will diminish as well.?

In particular, Obama praised the bipartisan fiscal commission, also known as Simpson-Bowles, for providing a clear and workable model for compromise, even if he disagreed on some of the specifics. He dismissed charges that he had abandoned the framework for his own agenda and blamed Republicans for standing in the way. ?The only reason it hasn?t happened is because the Republicans were unwilling to do anything on revenue,? Obama said. ?Zero. Zip. Nada. The revenues that we were seeking were far less that what was in Simpson-Bowles. We?ve done more discretionary cuts than was called for in Simpson-Bowles.?

?There?s no equivalence between Democratic and Republican positions when it comes to deficit reduction,? Obama continued. ?If we can get any Republicans to show any serious commitment, not vague commitments ? not ?we?ll get revenues because of tax reform somewhere in the future, but we don?t know exactly what that looks like, and we can?t identify a single tax that we would allow to go up? ? but if we can get any of them who are still in office, as opposed to retired, to commit to that, we?ll be able to reduce our deficit.?

On the campaign trail, Romney has pointedly attacked Obama for carrying out ?an appeasement strategy? that ?apologizes for America.? ?He believes America?s role as leader in the world is a thing of the past. I believe a strong America must ? and will ? lead the future,? Romney said after winning the New Hampshire primary. Several Republican candidates have argued that Obama does not embrace the notion of American exceptionalism.

In the interview, Obama pointedly dismissed that critique. ?I think there is a strong belief that we continue to be a superpower unique perhaps in the annals of history that is not only self-interested but is also thinking about how to create a set of international rules and norms that everyone can follow, everyone can benefit from,? Obama said.

The president did acknowledge that despite his foreign policy successes, not everything had gone according to plan. ?We still have huge challenges ahead and one thing I?ve learned over the last three years is that as much as you?d like to guide events, stuff happens,? Obama said. ?And you have to respond, and those responses, no matter how effective your diplomacy or your foreign policy, are sometimes going to produce less than optimal results. But our overall trajectory, our overall strategy, has been very successful.?

When asked about Romney?s assertion that Iran would get a nuclear weapon if Obama won re-election, Obama responded directly. ?I have made myself clear since I began running for the presidency that we will take every step available to prevent Iran from obtaining a nuclear weapon,? he said. ?Can we guarantee that Iran takes the smarter path? No, which is why I?ve repeatedly said we don?t take any options off the table in preventing them from getting a nuclear weapon.?

The interview will appear in the Jan. 30 issue of TIME, which will be released online Thursday for all-access subscribers.

Notion Ink's teaming up with TI in order to get at its OMAP4xx silicon for the forthcoming Adam II tablet. It'll also be jamming in the company's Wi-Link 7.0 and Phoenix Audio gear onto the Ice Cream Sandwich-running slate. The chip was apparently chosen thanks to its modular setup, HD visuals and powerful low-energy multitasking. Novice owners will also get their hands on a modular software architecture which will let casual users develop specific applications using a drag-and-drop interface. It's pitching that functionality at home-brewers, students and professionals who can tailor the software to meet a specific need, casually mentioning that it could be used for signal processing, 3D modeling or medical imaging. Do we hear expectations being raised to unrealistic levels again? Given our experiences with the original, we suspect the answer is: "Yes."
