U.S. extends embassy closings, lawmakers say threat serious

WASHINGTON (Reuters) - The United States extended embassy closures by a week in the Middle East and Africa as a precaution on Sunday after an al Qaeda threat that U.S. lawmakers said was the most serious in years.

The State Department said 19 U.S. embassies and consulates would be closed through Saturday "out of an abundance of caution" and that a number of them would have been closed anyway for most of the week due to the Eid celebration at the end of the Muslim holy month of Ramadan.

The United States initially closed 21 U.S. diplomatic posts for the day on Sunday. Some of those will reopen on Monday, including Kabul, Baghdad and Algiers.

Four new diplomatic posts - in Madagascar, Burundi, Rwanda and Mauritius - were added to the closure list for the week.

Last week, the State Department issued a worldwide travel alert warning Americans that al Qaeda may be planning attacks in August, particularly in the Middle East and North Africa.

"There is an awful lot of chatter out there," U.S. Senator Saxby Chambliss, the top Republican on the Senate Intelligence Committee, said on NBC's "Meet the Press."

He said the "chatter" - communications among terrorism suspects about the planning of a possible attack - was "very reminiscent of what we saw pre-9/11."

A National Security Agency surveillance program that electronically collects communications on cellphones and emails - known as intercepts - had helped gather intelligence about this threat, Chambliss said.

It was one of the NSA surveillance programs revealed by former spy agency contractor Edward Snowden to media outlets.

Those programs "allow us to have the ability to gather this chatter," Chambliss said. "If we did not have these programs then we simply wouldn't be able to listen in on the bad guys."

'SERIOUS THREAT'

"This is the most serious threat that I've seen in the last several years," Chambliss said.

U.S. military forces in the Middle East region have been on a higher state of alert for the past several days because of the threat, a U.S. official told Reuters on condition of anonymity.

The threat also has prompted some European countries to close their embassies in Yemen, home to an al Qaeda affiliate that is considered one of the most dangerous: al Qaeda in the Arabian Peninsula.

Yemeni soldiers blocked roads around the U.S. and British embassies in Sanaa, while troops with automatic rifles stood outside the French Embassy.

Interpol, the France-based international police agency, on Saturday issued a global security alert advising member states to increase vigilance against attacks after a series of prison breaks in Iraq, Libya and Pakistan.

"Al Qaeda is in many ways stronger than it was before 9/11, because it's mutated and it spread and it can come at us from different directions," U.S. Representative Peter King, a Republican, said on ABC's "This Week."

"And al Qaeda in the Arabian Peninsula is probably the most deadly of all the al Qaeda affiliates," he said.

Republicans and Democrats alike on Sunday television talk shows said the threat was serious and sought to defuse the controversy over the NSA surveillance programs, which critics say are an invasion of privacy and civil rights.

"The good news is that we picked up intelligence. And that's what we do. That's what NSA does," U.S. Representative Dutch Ruppersberger, the senior Democrat on the House Intelligence Committee, said on ABC's "This Week."

"We've received information that high-level people from al Qaeda in the Arabian Peninsula are talking about a major attack," he said.

The threat information came just before the Eid celebration at the end of the Muslim holy month of Ramadan later this week and just over a month before the anniversary of al Qaeda's September 11, 2001, attacks on the United States.

A September 11 attack last year killed the U.S. ambassador to Libya and three other Americans in Benghazi.

Republican Senator Lindsey Graham said on CNN's "State of the Union" that the actions taken to close the embassies and issue the global travel alert showed the Obama administration had learned lessons from Benghazi.

"Benghazi was a complete failure. The threats were real there. The reporting was real. And we basically dropped the ball. We've learned from Benghazi, thank God, and the administration is doing this right," he said.

Twitter hands down new rules to beat abusive talk

LONDON (AP) ? Twitter is handing down new rules to control abusive language, the company said Saturday, a move which follows a barrage of nasty, harassing, and threatening messages directed at high-profile female users of the microblogging site.

In a message posted to its website, Twitter says it is introducing a one-click button to report abuse and updating its rules to clarify that it will not tolerate abusive behavior.

The one-click button means that users will not have to navigate to Twitter's help center in order to fill out an abuse form ? a process some said was too cumbersome to deal with a mass of angry messages ? while the new rules includes a stricture against "targeted abuse," something which could include slamming a single user with messages from multiple accounts, creating an account purely to harass someone, or making threats.

The company also promised to devote more staff to weed out offending messages.

In a series of statements posted to Twitter, General Manager Tony Wang issued his own apology "to the women who have experienced abuse on Twitter and for what they have gone through."

"The abuse they've received is simply not acceptable," he said. "It's not acceptable in the real world, and it's not acceptable on Twitter. There is more we can and will be doing to protect our users against abuse. That is our commitment."

The relative anonymity of the Internet means it has long been hard to police abusive or threatening speech, but the issue recently received attention in Britain after several women went public about the sexually explicit and often luridly violent abuse they receive from online bullies, often called trolls.

Many argue that trolls are an annoyance which should just be ignored, but the catalogue of graphic threats made public by the women involved have ignited a national debate over the impunity of those spewing the hatred online.

Wang said in a tweet that the new anti-abuse policy will apply worldwide.

Woman due in court on charge of defacing U.S. National Cathedral

(Reuters) - A woman accused of dumping green paint on parts of the National Cathedral was scheduled to appear in a Washington court on Friday for a preliminary hearing on charges of destroying property.

Jia M. Tian, 58, is accused of splashing green paint on a pipe organ and on woodwork in two chapels at the cathedral. She is charged with destruction of property and faces up to 10 years in prison if convicted.

Police were still investigating whether she was involved in similar acts of vandalism at Washington monuments last week. Green paint was also splashed onto the Lincoln Memorial and used to paint symbols onto a statue outside the Smithsonian Institution.

Tian, who carried a Chinese passport and was traveling on an expired visa, has been jailed since her arrest on Monday. She is scheduled to appear in D.C. Superior Court before Judge Fredrick Sullivan at 12:30 p.m. EDT.

Duke Energy seeks increase to monthly bills to cover fuel costs

Duke Energy Carolinas residential customers in this state could see an average 7.9 percent increase on their monthly bills to help cover the utility's fuel and energy efficiency costs.

In filings this week with the Public Service Commission of South Carolina, Duke asked for increases to pay for fuels used to generate electricity and monthly charges used to pay for expanded energy efficiency programs.

If approved by the commission, the utility's commercial customers would see their bills increase by 6.1 percent, industrial customers by 8.9 percent and lighting by 1.7 percent.

Duke said the net effect of the two filings on a residential customer using 1,000 kilowatt-hours per month is a $7.62 increase. That means a customer whose current bill is $100.45 per month could see it go to $108.07.

By law, the company doesn't earn a profit from the fuel component of its rates. The rate is based, in part, on the projected cost of fuel used to provide electric service to customers. The company said fuel consumption and costs are subject to a variety of factors, including weather, customer demand and commodity prices.

?Duke Energy Carolinas works to actively manage its fuel contracts and leverage the benefits of the recent merger between Duke Energy and Progress Energy to keep fuel costs as low as possible for customers,? the utility said in a statement.

The commission is expected to review the filing later this month. The new fuel rates would go into effect on Oct. 1, if approved.

Last week, the utility saw its request for an increase in its base rates slashed under a settlement agreement filed with the Public Service Commission.

Duke had asked to increase its revenues by $220 million, which would have resulted in a 17.75 percent increase or $17.83 more for an average monthly residential electric bill. The settlement agreement allows Duke Energy to raise rates, but reduces the hike by 46 percent.

The company would be allowed to increase revenues by $118,622,000, which would mean the average monthly residential bill would increase by 10.26 percent or $10.31. The increase would be implemented over a two-year period so customers would realize a $7.52 monthly increase in the first year and $2.70 monthly increase the second year.

Duke Energy has about 500,000 customers in South Carolina and said the rate hikes were needed to recoup more than $1.1 billion the company has spent on older, less efficient facilities and building new power plants.

The settlement is subject to approval by the S.C. Public Service Commission.

If approved the rate hike would be the third by the utility since 2009, when a 1.7 percent increase was implemented. The second increase occurred in 2012, when the Public Service Commission agreed on a 5.8 percent increase.

To determine if they could alter the way a mouse remembered a setting by activating neurons associated with it, researchers attempted to change whether or not a mouse was afraid of a particular cage. Their experiements implicated neurons in the brain's dentate gyrus as being responsible for inducing the animal's false memory of their cage.
